In late September PINZ will begin an ADB project in the Republic
of Palau for TA 4929-PAL Facility for Economic and Infrastructure Management.
The TA will assist the Government of Palau achieve its development
aspirations of improved security, economic growth, a strong society and
protection of the environment through improved economic and infrastructure
management by the Government.
The TA is expected to be carried out over a period of 22 months, starting in
September 2007 with fielding consultants, and finishing before June 2009. PINZ
is managing a team of consultants (20 person-months international and 18
person-months national) with expertise in macroeconomics; economic management
and planning; the social sector; agriculture, aquaculture, and fisheries;
private–public partnerships; infrastructure; and the environment.
The TA comprises two components. Component 1 will facilitate economic policy
formulation and implementation for sustainable budget management. Component 2
will develop an infrastructure development plan for affordable infrastructure
development and ongoing infrastructure operations and management. Palau is in a
critical transition period. Negotiations for the renewal of the Compact of Free
Association (Compact) between the Palau and United States (US) governments is
expected to begin in the second half of this year as the current Compact between
the US and Palau is due to expire in September 2009.
The total cost of the TA is estimated at the equivalent of $1.4 million. The
TA will be financed on a grant basis by the Japan Special Fund, funded by the
Government of Japan.
